Image/video background scrolling

When you add a image or video to you background and scrolling on a phone browser that collapeses the search bar as you scroll, the image has to reload to fill in the extra space. This causes the screen to jitter to adjust for a moment.
Can this be fixed?

Can you specify the model and operating system of the phone where the video background doesn't play?
Does the issue occur on all mobile browsers or specific ones?
Can you provide an example of a video file that doesn't play, for our testing purposes?
